KMotion/KFLOP Test Release 4.31j

Fixes KMotionCNC bug where Simulation Run of GCode (with G4 Dwell) leaves invalid dwell at invalid destination inserted at beginning of next Job. (bug was introduced in V4.31d).
Mach3 Plugin now properly limits max Step Rate at 2.5MHz rather than 1.7MHz.
New KFLOP -> KMotionCNC allows changing Tool Table

what was the process after the download is done?
delete old 4.32i shortcut and somehow include the kmotion machine settings into the new 4.31j some how?
